COLLABORATIVE GOVERNANCE SEBAGAI SOLUSI DALAM TATA KELOLA PEMBERDAYAAN NELAYAN

Salah satu metode tata kelola yang ada saat ini adalah kolaboratif. Kolaborasi dinilai mampu menghimpun para pemangku kepentingan dalam kelembagaan yang secara efektif untuk menyelesaikan masalah, seperti masalah dalam melakukan pemberdayaan sosial. Artikel ini bertujuan untuk menelaah peluang tata kelola kolaboratif di dalam pengelolaan pemberdayaan sosial di daerah pesisir di Kabupaten Pesisir Selatan. Selama ini pengelolaan pemberdayaan sosial, baik dari perencanaan maupun implementasi, masih berpusat kepada pemerintah dan belum melibatkan stakeholder lain di luar pemerintah seperti masyarakat dan dunia usaha. Dengan menggunakan data sekunder dilakukan pendekatan multi-kriteria sistematis untuk mengkaji peranan stakeholder yang dianggap memiliki kepentingan di dalam pengelolaan pemberdayaan nelayan di Kabupaten Pesisir Selatan. Data tersebut kemudian diolah dengan menggunakan analisis stakeholder dan analisis jaringan sosial untuk mengetahui kemampuan stakeholder di dalam membangun jaringan kolaborasi. Hasil penelitian menunjukkan bahwa stakeholder yang ada memiliki tujuan, langkah-langkah dan kemampuan yang berbeda di dalam melihat keberadaan program pemberdayaan nelayan dan terlibat di dalamnya. Hasilnya, menemukan, bahwa model tata kelola pemberdayaan nelayan yang ideal adalah kegiatan pemberdayaan sosial yang mampu mengakomodasi kepentingan banyak pihak dalam relasi yang setara. Penelitian ini merekomendasikan agar dibentuknya tata kelola kolaboratif antar stakeholder dalam pemberdayaan nelayan di Kabupaten Pesisir Selatan.
